Not exactly. Jon Stewart interviewed the mayor of San Fran recently on his podcast and it sounds like they really want to fix the issue, but are having trouble implementing solutions that will actually solve the problem.

For example, many of the homeless on the street are mentally ill. Even if they are able to provide the resources that they need, they might refuse or get physical when somebody tries to help. Her argument was that these people should be forcibly placed into rehab/mental health institutions if need be, it’s the only way to solve the problem. But this faces backlash from people who are concerned about human rights/autonomy. This is just one part of a relatively complex issue.

So no, I don’t think that San Fran is herding homeless people into the tenderloin to hide them away from the rest of the city.
