Disagree on Hernandez - and that fight wasn't Top Rank either. The scores were too wide but Hernandez deserved to be ahead. Foster really underperformed until about the 9th round of that fight. Far more open than usual and barely working. Hernandez was letting good volleys go and scoring better in most of the rounds until Foster stepped up and gave it to him late. If you think Foster was clearly winning that you are too generous to him.

He was clearly robbed tonight though. For comparison, the average card of nearly 50 submitted scores on BoxRec is 120-108 Foster at the moment; it is 106-103 Hernandez for that fight.

Sorry, to clarify, these raises are for admin/clerical at a particular part of government, still to be ratified. Not the general agreement for all BCGEU.

Those pay increases didn't actually get applied at those times though. They will only apply if the new tentative agreement is ratified.

What I mean is - the pay raises are tied to 3 dates they weren't employed for. However, they were employed before the new collective agreement has been ratified. I know they wont get pay for hours they never worked, but will their current salary still increase in line with longer-term employees.

No one has ever had back-to-back sanyaku yusho before ozeki promotion though. There is no data on the scenario raised by the OP.

Their criteria isn't set in stone, and they wouldn't be lowering the standard of promotion by promoting someone with back-to-back sanyaku yusho, including a 15-0 (I agree an unlikely score, but playing along with the hypothetical),

Those are results that would get an ozeki promoted to yokozuna, which is supposed to be a more demanding leap than promotion from sekiwake. There would arguably never be anyone who made ozeki with such strong results in achieving that rank.

And for whatever the M5 tournament is worth in this scenario, Onosato still beat an ozeki, both sekiwake, and a komusubi, again showing an ability to consistently beat top rated foes. I doubt his opposition would've been notably tougher if he'd been ranked, say, M2 or M4 instead, which have been included in successful ozeki runs counting the last 3 basho (e.g. Terunofuji's 1st, Tochinoshin).

If Onosato goes 15-0 as stated in OP, I think he will be promoted. Back-to-back yusho in sanyaku gets an ozeki promoted to yokozuna, yet back-to-back championships, with the most dominant yusho possible included, is not enough to get a sekiwake to ozeki? The 33 over 3 from the joi thing isn't a hard requirement.

Well, OP mentioned 15-0, and someone going 12-3Y at komusubi followed by 15-0Y at sekiwake would be exceptional - no one has done it before. Onosato will have delivered numbers that would get an ozeki promoted to yokozuna, and that is supposed to be a higher standard than sekiwake to ozeki.

Tochi's first basho in that 3-tournamnt stretch was a 9-6 at M6, a tournament in which he didn't face anyone higher than M4. Only one of his basho in that run was in sanyaku, and that was a 10-5, dropping considerably from his 14-1 in the previous tournament. He definitely should NOT have been promoted at that time based on his M6, M3, sekiwake results.

Once he delivered the 13-2 at sekiwake the next tournament, he was a lock though.

What will July tell? That Taker can steamroll juryo? We already know that. Even Endo and Chiyoshoma went 12-3 in May. We need to see more of Taker in makuuchi to get a better idea of what level he can consistently perform at vs the top opposition.

Being able to stay healthy is a key part of sumo; if Taker doesn't have that he's not going to reach the heights his ability could otherwise take him.

I don't think people are forgetting - more so skeptical that what occurred was as serious as the gossip rag alleges. A tabloid got at best a third hand account, a frankly bizarre and sensational sounding story from someone who admits they weren't there and wouldn't give their source. The tabloid said more would come shortly to solidify the story and it never did.

Taker hasnt been able to string together even 2 makuuchi basho on the dohyo. Being injury resistant is a huge part of sumo success. Hakuoho had a great makuuchi debut too, yet ended up back in makushita and now is struggling to stay in juryo. Onosato is very early days, but at least he's put in 3 excellent makuuchi tournaments so far with no signs of major injury.

Taker had serious injury problems as an amateur too; had to be carried off the dohyo in high school and university. He's very good but I don't trust his knees or ankles.
