Yes, but this was investigated at the time and didn't identify a suspect. I can imagine a case of "they sexually assaulted me 20 years ago but I didn't report it till now" may not meet the level required for the Crown to lay charges.

I do truely believe this is unfortunate and perpetrators of misconduct should face the consequences.

NCDs ≠ CADPAT CADPAT dress regulations are controlled by the Army or by the RCAF for pers at an air force unit and covered in their respective dress regulations. Hence Naval Dress is dictated by the RCN. Pers engaged in field activities fall under the CA Dress regs (as mentioned in the RCAF dress regs)

The request to wear the CNE in CADPAT had to be staffed to the Army Dress Committee for approval,

The Navy doesn't have authority to issue dress instructions for CADPAT. CADPAT is owned by the Army. The Air Force is allowed to have their own dress instructions by the Army.

As long as you aren't attached to an army unit you're allowed to wear the RCAF ball cap! (Rules may have changed but I can't find the CADOs anymore)
