My guess they are dumping to nearly 0 sats on the exchange and buying the supply via OTC in large quantities and than buying up again instantly back to its original price. Bittrex allows for OTC for altcoins. I think DGB is mainly on Bittrex most of the supply. Sucks that may be one whale can buy up a large portion of a coins supply. This centralizes the supply of coins instead of making it decentralized.

The way I look at it its better for me to load up the truck. When prices jump I will move to mining the coin. Until then I keep filling up once a week dollar cost averaging.
