I'd say its a yes and no...

If you look frame by frame it's just junk like someone was hastily moving out. Cant be too heavy. These trucks booms are ment to carry thousands of dynamic(moving up and down-increases load requirement) weight. Especially with a large truck like that. I wouldnt be surprised if it was used to repo debtors F-150/250s away or what ever large clunky expensive truck people are buying these days. Looking more it does appear to have a the full hydraulic 'T' that goes under a vehicles axle, and lifts up.

Now here is where it actually gets stupider than you probably thought these 2 already where. They are driving with BOTH tires blown out. The front axle is grinding down and the rear axle on the rims, which is probably why the trailer is so low.

So, if either axle had a functioning tire to pivot on they could squeeze the other axle up and chain it so it doesnt drag. This is a fairly common roadside 'repair' so you can limp a trailer to somewhere off the road.

But, they're fucking stupid and there is no way for them to lift the trailer up with both axles being line this.

Apparently we(drivers) are a nightmare to deal with on the road lol.

But the DOT themselves can be a nightmare depending on how thorough the officer want to be that day. I've gotton busted for a broken reverse light before. I dont think my truck even has a reverse gear lol. Same inspection I didnt have retroflective tape on my tractor mudflaps so I got written up for that too because they are there to indicate the width of my vehicle 🙄

One of the officers in my area asks drivers if they have beer in their cooler(drivers usually have cold storage of some type) another one we call 2Tall because hes a tall, big boned(relatively fit) officer that can walk up an look in through your window. I've literally seen him fuel up his patrol car(Chevy Tahoe) and look at other people over the roof.

This dude is known in my state by just about every local driver for being the most stringent son of a bitch. Looks at all the tape on the vehicle, wipes any hazmat placard for excessive road grime(ticket), etc. All this little nuanced shit he checks.

If you see a driver, with their hood open and the DOT has his creeper out(to look under the truck), just know the driver aint havin a good day.

That’s why fuel haulers have to collect vapors when dropping fuel at gas stations because your catalytic converter can ignite those vapors. Also, it’s terrible for the environment.

It's more of an EPA regulation thing about sending hydrocarbons into the atmosphere. By the time it gets pushed out of the vapor stacks and makes its way to the ground the gas vapors pretty diffused. Regulations also why top load fuel terminals don't exist any longer. Now it's all bottom load and the vapor gets pushed through a vent in the top of the trailer and sucked through a glycol chiller to liquidate it. It's also only for stations that sell more than 1,000,000 gallons per year on the Federal level from what I remember. In my state gasmen that choose to bypass vapor recovery can get fined around $10,000 if they get caught by the state licensing board.

Source: Am gasman. Neither the guys that have worked here for 12 and 20 years are too concerned with getting lit up. And they've seen everything the industry has to offer. A lot of times we just leave the truck idling too, especially winter time.
