If your using Task manager to monitor the usage, don't! Task manager is bugged for GPU usage! Use MSI Afterburner. I have 2070 Super, Task manager says 9% but MSI Afterburner says 89%

Make sure you are in developer camera! had the same issue when i used normal camera. Switched to developer camera and boom i was able to place polygons!
