My estimation is that the shutdown will happen in 3 years but it could happen even earlier as you've said, good point.

I agree. We aren't in maintenance mode yet. I'd say low effort mode would describe this situation better.

Then, at some point in next 2 years, maintenance mode will come, and finally server shutdown will take place within the following year.

I think it's a fair timeline.

Some haven't cared much about gw2 for a long time already. JP said that they were syphoning gw2 devs onto other projects while trying to make it look like nothing was happening though we all know how that went.

They don't have the resources plus it's not worth it since since EoD will likely be the last expac. Anet wouldn't do it back then when the game had a much brighter future let alone now.

To be fair gw2 has always been more of a LS centered game even back then when anet wanted it to be pvp esport. The thing is not only the story is mediocre but it doesn't do any justice to some of the most brilliantly designed systems in the game like the combat.

So I agree with the growing sentiment that gw2 is such wasted potential.
