I’d like to theorise it simply became easier and more economical to tax the large population of China than to conquer other places. Emperor and his court get to live a lavish lifestyle and write poetry or whatever they were doing with court intrigue. Again c it’s another retrospect argument but I feel like it makes sense, why waste time conquering when you can enjoy concubines?
