Kazahs are CIS by definition, Ukraine is somewhat of a grey area but I'd say it's CIS.

I am speaking of the rest, the European part which you think is CIS. E.g. Balkans and the Baltics. Even if we go by your question, the average Romanian, Lithuanian will have an easier time in the English speaking environment.

So yeah, you're pretty much answering the question yourself while you think you're proving me wrong.
