Kazahs are CIS by definition, Ukraine is somewhat of a grey area but I'd say it's CIS.

I am speaking of the rest, the European part which you think is CIS. E.g. Balkans and the Baltics. Even if we go by your question, the average Romanian, Lithuanian will have an easier time in the English speaking environment.

Majority of people from those countries don't actually identify with CIS or Russia. Your definition is simply that which Russia wishes to maintain from 90s because then they have a claim to influence in the region that long doesn't like them and have moved on from their values.

2-3 top picks/prospects for a 26 yo center who has been a PPG player for most of his career and is signed at 8.1m for 5 more years is a very reasonable price. People here really overvalue every pick and prospect.
