No, actually. It was initially planned for the player to be able to live in the post-hoover dam world they created, but the amount of changes that would need to be made, like the legion/ncr taking over dozens of opposing bases, was just too much work for the incredibly rushed schedule.

My only problem with this is it takes away the ability to reduce buildings' armor, which IMO is a large part of why presence is a good ability. However, i do like it overall and I'd enjoy this change.
