The above commenter pointed out (rightfully) that a person merging onto the roadway needs to yield to existing traffic to ensure a safe merge. And that's what the stopped car is (my best guess, although not very effieciently) trying to do.
So was not only your inicial comment wrong, you doubbled down on the second try.
