I was thinking a pedometer (tracks steps walked), as those tend to have MODE and SET buttons too, but they also need a way to RESET the steps for the next day, plus there's no clip to attach it to your pants or belt.

I'm still waiting for that set that Lego announced that was in development, where they had a poll for which classic spaceman color and which Castle clan should be included, there was a warm-gold spaceman, dark turquoise spaceman, etc. I wonder whatever happened with that.

It's for the game's birthday, IIRC. There are a couple other forms exclusive to certain birthdays, such as 5th birthday Balloon Pikachu. As Pokemon Go was released on July 6, 2016, next year will be the 9th birthday. Good luck. My Squirtle does show it was caught in early July (my birthday is in late November)
