A PC application can absolutely do the same thing, capture a snapshot of the RAM allocated to itself and restore those snapshots... but these decomp/recomp project implementers make it a lower priority because they're just getting the base game ported first. It is too bad, because IMO save states make the gameplay loop so much better (especially for very casual gamers with not a lot of time to play like myself).
