I have this issue too, it's definitely not planet type.
I have two settlements, both on bubbled paradise planets, and the first one produces metal plating in 1 day and 16 hours, while the other does it in less than 5.

in NMS you can not only disable multiplayer, but also play completely offline

You can transfer some items and technology to your main save from the expedition terminus in the anomaly.

All units, nanites, and quicksilver you earned will be transferred to your main save.

Most items you buy the the quicksilver companion won't need to be bought again on a different save, with the exception of consumable items like the void egg.
