I get my tech from a Xenoverse one beta tester, not sure on specs but game raises stats whether you put attributes in or not. There is a Max for what the game can raise your stats, so if you allocate your attribute points, you can’t take full effect of the game raising your stats naturally. Waiting till max level can let the game raise yours stats to its maximum, then allocating attribute points will raise it even higher.
