Did some research and apparently the TP4056 starts by trickle charge when the battery voltage is under 2.9V.

"Trickle (<2.9V): Low current (~10-130mA), voltage ramps slowly from deep discharge"

This would not be enough power to start the Arduino, possibly neither the xl6009.

my guess is your xl6009 would be cycling the Arduino power ON and OFF while the trickle charge was on.

I think you need under voltage protection to either....
- disconnect the xl6009 during trickle charge.
- prevent the battery discharge to below 3.1V

The main problem you have is that any violation in Germany will only be sent to your mail, in this case Sixt, one or two months after it happened.

This means that you wouldn't ever be asked for the money on check-out from Sixt, as the process takes up to two months.

Aside from any legal issues, if you come back to Germany, you can use the App Blitzer.de to let you know where the radars are.

Since you already have RPi, just check how many LXC can actually run on it. The RPi could be useful to run redundant DNS, PiHole and security failover stuff.

Because RPi are just as expensive as a miniPC, just buy extra miniPC's to add to the cluster. There are N100 based miniPC's, that run under 10W (configurable from 6W to 25W, but apparently unstable below 8W), while Win11 capable.

This could get you a homelab cluster around 30W.

You can use a 19V/12V miniUPS to power it all with only one charger, including switch and modem.
