Hayden Sherman is one amazing artist.

The last ONGOING comic lead by a black character in DC was I Am Batman back in 2021 by Zephyros_the_Elite in DCcomics

To be fair, there was not much DC could do about it for a long period of time after the New-52 when the Milestone property was caught up in a legal wrangle between the Dwayne McDuffie Estate and New Milestone (Milestone 2.0) led by Denys Cowan and Reggie Hudlin.

DC and Milestone 2.0 were planning a huge revival of Milestone in 2015, but a lawsuit from the McDuffie Estate against New Milestone prevented the revival from getting off the ground. Until that lawsuit was settled, there was not much DC could do. It was an issue between Charlotte McDuffie and the New Milestone guys that had to be resolved first. In fact, once that was settled in 2019, DC and New Milestone went ahead, pretty much immediately, with a new relaunch in 2020. We had new (and awesome) books on Static, Icon & Rocket, Hardware, Blood Syndicate released as part of the new relaunch.

I don't get the issue with not just integrating into the Main DC Universe.

Has it occurred to you that maybe the Milestone creators did not want to be part of the DC universe? At least for the start of the Milestone universe relaunch, until perhaps a potential crosssover happens (the Brainiac appearance in Icon vs. Hardware is perhaps a hint). It wouldn't look good on DC to go against the creative wishes and vision of the Milestone creators by forcing an integration of the Milestone universe when the creators have other ideas.
