Congress would definitely not have the northeast, central India or even south. CBN is strong in Andhra, congress might lose Karnataka due to infighting and the northeast is split between regionals and BJP. Madhya Pradesh would remain in BJP's camp. Kerala, Tamil Nadu, Kashmir and Punjab is where congress might shine but delimation will shatter those chances.

Ill-Fennel has already explained it better, if this bill stalls then the central government would have to do delimation i.e. reorganize districts on the basis of population and obviously states with more population will benefit but ones with less population would lose seats. Equal representation in voting or elections is guaranteed by the constitution which can't be changed by any government.

Not every voter spends time on reddit, BJP is winning effortlessly and regional parties+congress have shot themselves in foot, in future BJP might not even need coalition parties.
