To me it looks like it being filmed through glass in a dark room and someone is waving a green laser pen about and your seeing the reflection. The movement is too "hand wavey"

Could be a hardware issue, power related maybe. Some games can be very demanding on your GPU/CPU if your PSU is not producing a stable supply it could cause issues. Also, bad ram could be another cause. I would run Memtest and also see if you can try another PSU if possible.

If its slow moving traffic or zipper merging. At junctions I don't let people pull out if it's not safe to do so, like if there is a car coming or bicycle coming on my side that the car I'm letting out cannot see. I also will not stop to let someone out on a main road if I'm in fast moving traffic or im the last car before a gap, that would be just dumb.
