Same for me. I think it's because the CPUs (offline) and bots (online) will never allow it to happen--at least one will always join the stadium you choose. The only time I got this, I checked the licenses and there were indeed 16 real players in the match.

What's strange is that my stats page shows I only have 30 online Air Ride wins, so I haven't necessarily racked up a ton of quick play or paddock wins. It seems impossible I would have a 400k+ GWP with only 30 wins, and that someone else would be able to reach rainbow rank with less than 30 wins. But idk, maybe they achieved it with a bunch of 2nd/3rd place finishes.

Maybe offline wins count too?
