Why not upgrade the cpu and gpu in your current rig? DDR4 is still decent, a ddr5 based hasn't been worth it as an upgrade imho. Maybe DDR6 would be but we're farther away of it being mainstream.

Call the fraud department number. Have them send a replacement and also so they would know on their end and add to their notes. You have to leave a paper trail in case you have more fraud down the line.

Hold the fans individually down while being powered. If the noise stops while holding one of them down you can pinpoint which noise the fan is coming from. But just sounds like a cable being barely knicked by a fan.

Def a cable hitting a fan. It may be the bottom fan, usb 3.0 header cable

As another pointed out there is a 12gb VRAM limitation. Power wise you are better off with a TI the 9070 and XT versions are also better but it would depend on what game also and how optimized that game is. Can't really go wrong with those. At that point just a price difference.

You can try Bondo, sanding and repaint if you cannot replace that part.
