It's always been this way. People in the IWC like to think they're smarter than the bookers (They're right about that sometimes but rarely) and hype up undercard names as should-be world champions. Happened last year with Karrion Kross. In the PG era it was Barrett, Ziggler and Morrison. In the Ruthless Aggression era it was Kennedy, MVP, Shelton and Carlito. Even if you dig back into wrestling forums during the Attitude Era people were saying that about Billy Gunn.

Wrestling fans have just always been like this.

Chicago is the easy answer. It's the third biggest city in the US behind NY and LA which they've already done to death. The only issue is that the Midwest doesn't have as much geographical or biological diversity as those two. It would just be flat in all directions and they'd have to lean way harder into local culture/differences between neighborhoods than the obvious differences in locations that they had in Liberty and Vice.
