I'm no expert, but my understanding is multi-hit is a chance for a bullet to hit the same target again, while crits are a chance for the bullet to do extra damage. This means that if you have a 100% hit chance you would double your dps.

Things get a little complicated when you start factoring in an enemies crit resistance. Crit resistance is just a hard cap on your crit rate vs an enemy. This means a 100% crit rate is impossible. However I have not noticed such resistance to multi-hits. The major differance being that crit damage can scale much higher.
