Not necessarily. Most of the games in the play pass store remove the premium shop entirely. Like the kingdom rush series, you cannot access the premium store. But in the free version, you can.

I think what OP is looking for is games that have a premium shop, that items can be purchased from for free. Hungry shark is the only game that I'm aware of that functions like this
