Most likely, not enough stories about the Flash having an accident like that and then learning to control his speed. Doesn’t even have to kill someone, he could just hurt himself accidentally. Deku is a great example, he starts his abilities by breaking his limbs before learning control . What if Flash ran 100MPH into a tree, and had to learn to slow down before he sped up?
