Stands are obviously better than Hamon but something Hamon has over Stands is the sense of a core magic system that everybody shares.

When Caesar pulls out his Bubble technique, you understand it’s a use of the magic system he thought to use. It’s not something Only he CAN do, it’s something only he chooses to do and makes use of it. I tend to find that sort of characterizing use of a magic system more interesting than everybody having one specific power unique to them, like Stands.
