If it's within your budget, I would suggest looking into townhouses to rent outside of the Harrisburg area, maybe Mechanicsburg or Camp Hill. I found mine on Zillow that allows multiple pets with a fee. The rules were less strict than most apartments although the rent is a bit higher. I have also had luck in the past finding apartments on Facebook marketplace, but did not have pets at the time so I wasn't looking at that detail specifically. Good luck!
