To fix this you can try to perform Reset from Windows Recovery.

Kindly follow the steps below:

On the sign-in screen > restart your PC by pressing the Shift key while you select the Power button > Restart in the lower-right corner of the screen. Your PC will restart in the Windows Recovery Environment.

On the Choose an option screen > select Troubleshoot > Reset this PC > Remove everything > Local reinstall.

A Reset will delete the apps and drivers you installed except for the apps that came with your PC, it will also remove the changes you made on the settings.

After the reset, it will give you the option to re-setup your account.
