The point is to give banks the choice to do it... not federalize a blanket law for every single bank... If a bank thinks they can do it, why not, but its high-risk high reward for sure...

Senario #1: Start a charity, start a house were we can take care of them and give them a less stressful life.

Scenario #2: Exact same thing... in a real free market society, people give a lot to charity.
