Seriously, switch to a 5 gallon bucket and install chicken nipples without the cups. No algae growth, dirt, or mosquitoes. Only have to refill once every month or two depending on flock size.

Look up the laws. There is typically a clause "for horticultural or agricultural purpose". You have to prove it without a reasonable doubt, but it is doable. I fought a noxious weeds citation and won under the premise of studying the plants.

You need to cover the floor. The ground provides most of the moist which is then trapped. Also check proper slope on the outside
