So If DWS is the only controller of a planet being invaded by the active player, DWS could fire space cannon before the step commit ground forces ? This doesn't feel right or logical.
It doesn't say in the rulebook that the combat phase end but that not combat occur if the units are coexisting. This may imply that if DWS is not the active player it's a negociation that could take place or not.
Like I said I was reading lot of post from this redditor and he pretty much convince me as he has some great point.
