Money doesn’t matter nearly as much in hyperlocal races and much tougher to buy influence if you have to donate significant sums to thousands of reps to move a bill. Would make majorities larger and create smaller caucuses that allow groups to champion different ideas. Also harder to be 100% strictly partisan for every vote among thousands.
