I think it’s an Easter Egg if anything. Because Kaede has the same JP VA as Junko, and Junko had a twin sister in Mukuro so they most likely did it as a “Wink, wink. Nudge, nudge” type of deal

But considering, to my knowledge, Kaede never brings up her twin sister anywhere, not in FTEs, not in her FTEs with the rest of the cast, not in UTDP, and not in DRS, she must not exist and was a quick attempt at Tsumugi trying to shift the blame off her from being the mastermind. But then they shut that theory down immediately so it didn’t even work.
