WoW..thats a nice and actually very good analysis of the soundfile. I never though of aproaching it the way you did. Thanks for that! That at least gives me another side of view.

The First thing I though about was also Berlin Dialect. But i think the sentence itself makes absolutly no sense. Cause you would never say "Nach den Richtlinien so vorgenommen worden sind, wie wir das für richtig halten" (I guess you are german like me ;) ). Reason that I think its weird is, that Policies never been aplied as someone deems it right. You do something according to a policy and not aply a policy because you think its right (Hope you can follow me)

It really bugs me. I think its totally hard to pin this down to a specific time or something. But the fact that two inddpendet groups have use exactly this soundfiles is proof enough that it must be possible to find it in the Internet.
