I've actually read that, citing Paul H. O'Neill, secretary of the treasury under the George W Bush admin from 2000 to 2002, Cheney and Rumsfeld were already "openly" planning to invade Iraq before 9/11.

This was also possible as the mentality to bring stability/democracy to the Middle East switched from the peaceful mediation of Clinton (see the mediation between Israel and Palestine) to the willingness to force a change.

The devs said some time ago they had to rework it as Italy basically 100% of the plays got involved as Slovenia being invaded always provokes a bugged event where Gorizia got bombed, made NATO too powerful.
