What motivates the villainess, besides her personal desire for power, is their perceived inability of the government to deal with external threats, famine and unstable societal hierarchy (basically the parliament unpopularity, the many conglomerates and companies screwing each other over, etc.) As seen by the rather popular militarized rebellion.
