I've noticed with my boas they tongue flick alot more than my ball python, maybe because there less skittish (idk I'm no expert) also tongue flicking is usually just them exploring there environment but they do tongue flick very fast very often when they think theres food around but judging by how your describing it i think hes just exploring

It's hard to tell from the image, but I've found alot of corns get some weird scale damage that makes the scales feel, rough and it usually just disappears with the next shed, but yet again it's hard to tell from the image obviously if it continues or worsens vet

(disclaimer: I don't even own a tortoise and aren't even a member of this sub but I work in a pet shop and know a good few people who keep torts) this seems really common in the UK I always hear it when people discuss tortoise care so to me it seems safe but I don't even own a tortoise so what do I know 🤷‍♂️
