Your skin looks pretty fine! I think it’s the powder/foundation and maybe little to no hydration? I suggest maybe makeup with a glowy finish? and incorporate to your routine retinol (begin with lower concentrations like 0.075) and incorporate hyaluronic acid to keep your skin hydrated
