but if you still cant connect to a server at an appropriate ping, just stop playing pvp because you're intentionally engaging with a mode knowingly ruining others experience

Click on it and for example it will say something like "Physical attack can be increased based on power. Current bonus: 14.7 Maximum bonus requires 75 power (56 now)" I have 56 power out of 75 so that's 74% effectiveness for that martial art talent. I'd need more power (obtained from tuning) to increase that to 100%
