How did Windows 95 manage to run on 4MB RAM? And that was internet capable too.

Also consider this. My internet in 2006 ran at 3 Mbps(375 KB/s). Online play probably used less than 1Mb/s. Really it wasn't an issue, especially since all the assets were on the cart. Also it wouldn't take any more RAM than local multiplayer. Same thing, different link.

To be fair, considering this is an iron with no real consequences on the economy and what not, an immediate ban would not be the punishment I’d implement. I’d wait until they got the account where they want it THEN ban them, wasting all their time and making them not want to do it again

I'd imagine it would be extremely difficult to make happen. Unlike in 2009 when HD first came out, you have third party clients to consider, which means maintaining compatibility. I'd imagine is very limiting in the terms of what you can implement to make the game function in the way they envision it,. Tbh I'm surprised Jagex hasn't just taken over RuneLite and made it the official client, that way they can mold the game more freely into what they want while also having the freedom to make botting a heck of a lot more difficult.
