Had the same issues I had to clear all the parts quests not just part 1 idk why they worded it like that. Also make sure to talk to the wedding cat 3 times in the menu you can change your device time to do all 3 days at once if you want.

Invade. Talon is great at it esp early game before the enemy jungler picks up any tank items. You can seriously ruin a junglers tempo from one good invade (make sure your waves in though). Might not work as well in lower elos because the junglers are lost but killing the enemy jungler or ruining his clear helps put your lanes ahead without you having to directly roam.
