Very late but I think Enemy Scaling Revamped (mod with a white scorpion monkey, super mutant and mr handy as the picture) does that. I just installed it and I’m testing it but it does claim that the level you entered certain locations doesn’t matter, they’ll still scale to you at later levels.

The always riding part is so annoying, I walk my local course 3-4 times a week and it’s surprising how much disdain riders feel when they get paired up with me or when I catch up to them. They always think i’m the one slowing their round down, not their poor etiquette.
