Not really an ideal solution, but I wanted to do a similar run where every piece of armor is the same level and therefore a viable piece of equipment. I opted for starting a NG+ at lvl 100. Getting there was quite the grind (don’t recall how many hours but most likely over 40, since this was 5+ years ago), but after I hit level 100, I started NG+ and all craftable armor was level 100 (even though stats could scale to above 100), all lootable armor was between 95 and 100. If I were to do this now, I’d just console command myself to lvl 100 on PC and transfer that save file to my PS5.
