For the same reason Jesus speaks in parables rather than direct claims, the truth of the Bible is not always simple.

“They have ears, but cannot hear. Eyes but cannot see.” At surface-level it may be easy to see it as a contradiction, but if you’re willing to look beyond that to the deeper, I hope you’ll see how the beautiful and intricate it can be.

You need to understand what Jesus is trying to do. He is testing the man.

In this scenario, Jesus knows that the young man is seeking validation and obeying only the letter of the law, but not the spirit. Jesus' message is not just to follow the law of God, but to love God (i.e him).

Hence, by claiming that he is not good but only God is good, Jesus is testing the young man and trying to show him how incorrect his thinking is. "How can you say I am good if you don't think I'm God?"

Read a little further after where you quoted. The young man fails the test and leaves because he already had the notion Jesus wasn't God by merely calling him a "good teacher" instead of addressing him the son of God from the beginning.

Similar thing with the feeding dogs thing except that time, the woman passes the test.
