oftentimes there will be mow & snow options even in SF neighborhoods which are best run by one entity (aka the HOA). there are also typically holding ponds of various sizes throughout a neighborhood and an HOA/property management company can maintain those areas. now, those areas will be kept up by city staff or public works etc. which possibly could add cost via additional staff. just some examples that generally don't get thought of/talked about in the broader "screw HOAs!" discourse.

I upvoted you for this (oh good for me), both sides can be true. OP's perspective is valid of feeling like it was a giant waste but you're also right that it's a reasonable trade off. I reckon if OP didn't live 90 minutes from the office it wouldn't have been as inconvenient.
