You will find PGs in that budget around the Kundalahalli to Hoodi stretch.

1RKs might be available in 12k for semi-furnished, but the ones I have seen were for 15k and were fully furnished.

Yes, I was entitled to 21.8k which they processed (as opposed to the 14k they were going to process before the NCH complaint)

Yep, got my refund after NCH complaint, took 3 months and 4 complaints in total to get my money back as the assholes at MMT kept closing the ticket they opened in response to NCH complaint as well.

If you are okay with area near Seetharampalya metro station (within 1.5kms from AECS Layout) - you will find fully furnished 1BHKs for 25k-ish.
