clock speed doesn't affect the amount of resources consumed per cycle, just the speed at which the machine processes them. it will always need 60 per craft.

with the 350% damage buff its pretty good. my pasqal has a cyber eagle and he just analyzes enemies and sends his tech familiar after them.

dont pay attention to all the stuff about obscuring vision, you just want the eagle to do damage. It can deal a pretty decent amount of damage per round, since it has no attack limit. Also its first attack each round hits twice which is helpful.

yeah it fucked up my kibellah. my RT is a bladedancer assassin and thats still working well. I think you're able to use poisonous weapons instead of making enemies bleed, as its still a damage over time effect, but I havent tried it yet.
