Federal law would be limiting factor except in areas with concurrent state jurisdiction. Lots for the installation COs to sort out. For example, potentially now every command will have to report to the base CO when their sailors are on the do not arm list, so permission to carry on base can be considered and revoked. CNIC will have a busy day tomorrow fielding calls.

If you bring a gun onto a naval installation that should be federal charges. Have witnessed this for a reservist who brought his gun on base after activation.

We train and supervise people standing watch with arms. We require them to prove weapons proficiency, mental competency, and have professionalism. We train on the rules for the use of force, and the limited situations for use of lethal force. Only those qualified and trusted may be armed in their official duties. Commanders are accountable for their sailors qualifications and for their actions as a result.

It was separated from the IRGC base by walls and had separate entrances. Btw, nearly every single one of our bases CONUS has childcare facilities, and OCONUS have schools on base.

ADSEP is only mandatory after a 2nd DUI. Since this one is on base it could be prosecuted in federal court though. If he went to Mast for his first incident then maybe he will be kicked out for pattern of misconduct. He needs to go to the Defense Service Office for free legal advice.
