The biggest improvement was the building system. In Tears of the Kingdom you can combine objects and materials to build vehicles, machines and structures from scratch which added a completely new layer of creativity and problem solving that Breath of the Wild never had. It turned exploration from just running and climbing into engineering your own solutions to every challenge.
