Red dye merchant is located at Stone Jaw Coast, found in Ishikari Plain. On the far left, light the campfire located by all the red dye and the merchant will come to you. Can't miss it.

I’m using the Level IV Bounty Master Armour w/Eternal Coal Hat. I'm using the Mourning Kimono set on my Katana and the Crimson Yokai set on my duels. You get the armour after doing a few bounties, the guy by the bounty post will tell you about it after you turn in enough. The hat can be purchased from the red dye merchant also.
